About the role:
Bixal is seeking an experienced Program Manager for an upcoming Treasury Department, Office of the Comptroller of the Currency (OCC), IT Modernization contract. The Program Manager will oversee delivery of IT modernization and operations support services across a broad set of task areas, supervise technical teams, ensure quality and compliance of deliverables, and serve as the primary point of contact with the client. This role will also play a key part in business development efforts by supporting technical solutioning, and developing technical and management approaches for responses to task order RFQs under the vehicle.
This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. Compensation:
The salary range for this role is $120,000 – $138,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
Responsibilities:
- Provide overall leadership, direction, and oversight for the program to ensure effective delivery of modernization and IT support services across all task orders.
- Supervise technical work, ensuring deliverables meet OCC’s quality, security, and performance requirements.
- Serve as the primary liaison with OCC leadership, contracting officials, and stakeholders, maintaining positive and collaborative client relationships.
- Lead task order execution by managing schedules, budgets, risks, and performance metrics while overseeing team onboarding, stakeholder kickoff meetings, and clear communication protocols to ensure successful launch and delivery.
- Oversees onboarding of Task Order Project Managers and teams, ensuring a shared understanding of the work at hand, alignment with contract requirements, program standards, and agency expectations. Provides structured orientation, tools, and guidance to enable rapid integration and ramp-up.
- Ensure consistent adherence to federal IT policies, OCC standards, and best practices across all task orders.
- Lead program-level planning, reporting, and resource management, including staff utilization and earned value tracking.
- Define, track, and present key performance indicators (KPIs) that demonstrate both operational performance and strategic impact.
- Support transition planning and execution between incumbents and new task order awards.
- Provide input into technical solutioning, staffing approaches, and management strategies for new task order RFQ responses.
- Collaborate with corporate leadership and capture/proposal teams to support growth opportunities associated with the vehicle.
- Support business development efforts by contributing program insights, technical perspectives, and management approaches for RFIs, RFQs, and other competitive opportunities associated with the BPA.
- Promote continuous improvement, innovation, and the adoption of industry best practices in IT service delivery.
- Continuously improve delivery through structured feedback loops, innovation, lessons learned, and creation of new processes, program training materials, and tracking methods where they may not exist.
- Mentor and support Project Managers within the OCC program: provide guidance and escalation support on value delivery (defining and tracking measurable outcomes, not just outputs), budget control, scope management, and contract compliance; ensure clear documentation and best practices that align with PMO and QMS policies.
- Other relevant duties as assigned and qualified/trained to perform
Qualifications:
- Bachelor’s degree in Information Technology, Business Administration, or a related field.
- Minimum of 7 years of experience overseeing large federal government IT modernization programs.
- Minimum of 5 years supervisory experience.
- Demonstrated experience managing multi-task, multi-disciplinary IT support contracts for the Federal Government.
- Proven ability to manage multiple concurrent task orders, including technical delivery, cost, and schedule performance.
- Strong client-facing skills with experience serving as the primary POC for federal clients.
- Knowledge of federal IT policies, procedures, and standards.
- Experience supporting business development, including technical solutioning and proposal development for federal task orders.
- Experience supervising and mentoring project managers, including oversight of task order delivery and alignment with program standards.
- Ability to obtain and maintain a Public Trust clearance.
Nice to Have Skills and Experience:
- PMP, PgMP, or equivalent program management certification preferred.
- Experience managing IT support contracts for Department of the Treasury (preferably for OCC).
