About the role:
We are seeking an experienced Program Manager to lead a large-scale U.S. Department of Transportation (DOT) initiative focused on modernizing and maintaining DOT’s suite of websites and digital platforms. The Program Manager will oversee multiple, concurrent task orders providing IT modernization, operations and maintenance, web development, and digital experience services. This individual will serve as the primary liaison with DOT leadership, ensuring quality, innovation, and alignment with Federal IT and accessibility standards.
This is a full-time position contingent on contract award. You’ll have the opportunity to join a project that directly supports Bixal’s mission of improving how government serves people. While the project has a defined timeline, we believe in open communication and proactive career support. Compensation:
The salary range for this role is $115,000 – $125,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
Responsibilities:
- Provide overall leadership, direction, and oversight for all program activities, ensuring successful execution of DOT digital modernization and operations initiatives.
- Oversee planning, scheduling, budgeting, performance monitoring, and reporting across all active task orders.
- Serve as the primary point of contact for DOT CORs and TOCORs, managing client communications and ensuring transparency and responsiveness.
- Lead project governance, risk management, and performance tracking, ensuring delivery of high-quality, secure, and accessible digital solutions.
- Supervise project teams executing work in areas such as operations and maintenance, accessibility, security and privacy, Drupal CMS management, web development, training, and content strategy.
- Ensure adherence to Agile and PMBOK methodologies, with clear documentation of progress, risks, and deliverables.
- Track cost, schedule, and performance metrics.
- Lead preparation of monthly consolidated BPA and task order reports, including invoicing summaries, labor utilization, and risk management updates.
- Facilitate coordination with DOT IT Shared Services, third-party vendors (e.g., Acquia, Akamai), and other federal stakeholders.
- Promote continuous improvement, knowledge sharing, and innovation in web operations and digital service delivery.
- Provide oversight of Help Desk operations, ensuring SLA compliance for Tier 1–3 support, and effective use of Agile issue tracking tools (e.g., Jira, ServiceNow).
- Other relevant duties as assigned and qualified/trained to perform.
Qualifications:
- Bachelor’s degree in Information Technology, Business Administration, or related field.
- A minimum of 5 years of experience as program manager leading large-scale Federal IT contracts, preferably within DOT or similar civilian agencies.
- Proven ability to manage multi-task, multi-disciplinary contracts delivering modernization, CMS management, or digital services.
- Experience overseeing cross-functional Agile teams and managing concurrent firm-fixed-price and T&M task orders.
- Strong client-facing skills and experience serving as the primary POC for Federal clients.
- Demonstrated understanding of Federal IT and web standards, including Section 508, WCAG 2.0/2.1, and OMB Digital First policies.
- PMP, PgMP, or equivalent certification preferred.
- Experience supporting program transition, reporting, and performance improvement planning strongly desired.
- Must be able to pass and maintain a Public Trust security clearance.
