About the role:
Bixal is seeking a UX Designer to join our digital services team supporting a large-scale public sector web and application modernization effort to deliver flexible, secure, and citizen-centered digital services across state and local government entities. The UX Designer will be a critical member of the team supporting the development and continuous improvement of a modern, accessible, and scalable content management system (CMS) that provides reusable, user-friendly website templates aligned with user needs as well as state-level digital and brand guidelines.
The UX Designer will create user-centered structural and interactive designs of websites and applications that integrate user needs and stakeholder requirements into intuitive, accessible, and effective digital experiences for the client’s digital platforms. This position bridges user research, design strategy, and implementation—translating insights into intuitive, responsive, and inclusive design solutions that serve diverse user groups.
This project-based position is contingent on contract award, with an anticipated performance period of a two-year base period with up to three (3) one year (1) option periods. There is potential for occasional travel for on-site meetings and working sessions (Colorado) at the discretion of the client. Compensation:
The salary range for this role is $100,000 – $115,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
Responsibilities:
- Translate user needs and business requirements into intuitive and effective design concepts for digital platforms and applications.
- Create and maintain wireframes, user flows, interactive prototypes, sitemaps and information architecture artifacts to clearly communicate design decisions and concepts.
- Partner closely with User Researchers to incorporate findings and usability feedback into iterative design improvements.
- Collaborate with Product Managers, Content Designers, and Developers to ensure designs align with the product vision, strategic goals and technical feasibility.
- Apply user-centered design principles throughout the design process to create solutions that are accessible, inclusive, and easy to use for end users.
- Contribute to the development and maintenance of design systems, ensuring consistency and scalability across digital products.
- Conduct and participate in usability testing, design critiques, and co-creation workshops to refine and validate design concepts.
- Ensure compliance with WCAG 2.2 AA accessibility standards and government usability guidelines.
- Communicate design decisions and rationale effectively to technical and non-technical stakeholders through presentations, prototypes, and documentation.
- Stay current with emerging design tools, practices, and accessibility innovations to enhance team performance and service quality.

Qualifications:
- Bachelor’s degree in UX Design, Human-Computer Interaction, Visual Design, or a related field.
- At least 3 years of UX design experience, ideally within government, consulting, or large-scale digital service environments.
- Strong portfolio demonstrating experience in responsive web design for large-scale websites or complex application workflows.
- Demonstrated expertise in creating user flows, wireframes, information architecture, and low- to high-fidelity prototypes.
- Proficiency in design and prototyping tools such as Figma, Sketch, or Adobe XD.
- Proven ability to apply user-centered design principles and incorporate user researcher insights and feedback from usability testing into design iterations.
- Deep understanding of web accessibility standards (WCAG 2.2 AA) and best practices, and a proven ability to design accessible interfaces.
- Experience working in agile or iterative development environments and collaborating within cross-functional teams.
- Excellent communication and storytelling skills, with the ability to explain design rationale and impact.
- Ability to pass a background check in compliance with applicable laws and client requirements.
Nice to Have Skills and Experience:
- Experience contributing to or managing design systems and pattern libraries highly desirable.
- Familiarity with state or federal digital service standards, CMS environments, or legacy system modernization.
- Comfort with facilitating stakeholder workshops and presenting to non-design audiences.
