About the role:
Bixal is seeking a Software Engineer to support the development, enhancement, and operation of HSICC digital platforms. This role contributes to delivering secure, accessible, and user-centered solutions across web and mobile applications, APIs, and CMS-driven platforms—including Drupal but not limited to it.
You’ll work in a collaborative, Agile environment supporting both feature development and ongoing operations within secure, regulated government systems. This position directly supports Bixal’s mission of improving how government serves people.
This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. This role offers you a unique opportunity to make a meaningful impact on a project that aligns with Bixal’s mission of delivering innovative, human-centered solutions. Compensation:
The salary range for this role is $105,000 – $115,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
Candidates should be prepared to present a portfolio of work demonstrating relevant experience aligned with the qualifications below.
Responsibilities:
Application & API Development
Design, implement, and enhance features across web and mobile applications.
Develop and maintain APIs and integrations that support platform functionality.
Support CMS-based solutions, including Drupal, as well as other modern frameworks and platforms.
Perform maintenance, bug fixes, and performance optimizations across systems.
Contribute to automated testing, CI/CD pipelines, and DevSecOps practices.
Support security, compliance, and documentation efforts, including ATO artifacts.
Collaboration & Agile Delivery
Work closely with UX designers, content strategists, product owners, and engineers to deliver iterative, user-centered solutions.
Participate in Agile ceremonies including sprint planning, stand-ups, reviews, and retrospectives.
Contribute to technical documentation and shared engineering standards.
Support technical planning, estimation, and continuous improvement activities.
Other relevant duties as assigned and qualified/trained to perform.
Qualifications:
Bachelor’s degree in a relevant field plus at least 2 years of software development experience, or equivalent professional experience.
Experience building and supporting web applications, APIs, and CMS platforms, including Drupal (or similar systems).
Experience supporting mobile-friendly or mobile-integrated applications.
Familiarity with Agile development practices and Git-based workflows.
Experience working within secure or regulated environments.
Ability to obtain and maintain a Public Trust security clearance.
Nice to Have Skills and Experience:
Experience supporting public-facing government digital platforms.
Strong understanding of accessibility (WCAG) and security best practices.
Experience with DevSecOps, CI/CD pipelines, and automated testing.
Familiarity with bilingual or multilingual digital services.
