About the role:

Bixal is seeking a Project Manager / Scrum Master (PM) to oversee contractor support for GSA’s Regulatory Information Service Center (RISC) systems, which federal agencies and OMB rely on to manage and publish regulatory information.

The PM will lead the day-to-day Operations & Maintenance (O&M) of the current legacy RISC systems and support their planned modernization. This role is responsible for task-level planning, coordination, and execution across all activities spanning development, infrastructure, security, help desk, communications, and training. The PM will ensure alignment with GSA objectives and support the agile delivery team to meet defined performance standards.

This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. Location  

This is a remote role. Candidates must be willing to travel to the Washington, D.C. area to conduct in-person meetings at government offices approximately once per quarter. Candidates must be legally authorized to work in the US.  Bixal does not provide visa sponsorship.  

Compensation:

The salary range for this role is $100,000 – $105,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. Responsibilities:

• Manage the daily project activities for the agile development team, including schedule, scope, resources and support system operations and modernization efforts. Ensure activities align with established strategy, governance processes, and applicable standards while fostering a culture of continuous improvement.

• Supervise and manage contractor staff, provide technical guidance, and coordinate execution across multidisciplinary teams, including developers, help desk, training, infrastructure, and security.

• Serve as the primary point of contact for government clients, including the Contracting Officer, COR, GSA product owners, and other government stakeholders.

• Plan and lead project kickoff meetings to align the technical approach to the scope, schedule, roles, and expectations.

• Lead agile planning, including backlog management, sprint and release planning, and reporting on planned, completed, and blocked work.

• Develop and maintain the Project Management Plan (PMP), Quality Management Plan (QMP), Communication Plan, Change Management Plan, standard operating procedures, schedules, and task trackers to support transparent execution and progress monitoring. Develop and maintain roadmaps and modernization plans that show planned releases and the retirement of legacy functions.

• Maintain Business Requirements Documents informed by ongoing process analysis, user research, technical discovery, and Government priorities.

• Monitor progress and proactively identify, communicate, and resolve risks, issues, and dependencies. Prepare and deliver recurring project status updates and monthly reports summarizing activities, accomplishments, upcoming work, risks, issues, staffing, and budget.

• Oversee release readiness, testing, and user acceptance testing to meet quality, accessibility, and security standards.

• Manage transition-in and transition-out activities to ensure the continuity of services.

• Track labor hours and funding against contract limits and support accurate invoicing.

• Travel approximately quarterly to support in-person demonstrations, planning sessions, and collaboration sessions with client stakeholders.

• Other relevant duties as assigned and qualified/trained to perform.

Qualifications:

• Bachelor’s degree, plus at least 4 years of relevant experience.

• Demonstrated experience serving as a Project Manager for digital- or web-focused initiatives in a large or complex organizational environment.

• Expertise in activity planning, resource coordination, and schedule management.

• Experience in managing O&M legacy systems and/or system modernization efforts.

• Experience supervising staff and managing subcontractors.

• Working knowledge of agile delivery practices (Scrum or similar), backlog management, and release planning.

• Proven experience in developing, delivering, and communicating regular project status reports and progress updates.

• Experience managing performance standards and AQLs under a Quality Assurance Surveillance Plan (QASP), and producing contract deliverables such as PMPs, QMPs, and status reports.

• Strong written and verbal communication skills, including briefing and coordinating with non-technical stakeholders and product owners. 

• Familiarity with federal security and compliance requirements, including FISMA, ATO processes, and the 21st Century Integrated Digital Experience Act/Section 508 accessibility.

• Experience with Jira, Confluence, Zendesk, or similar tools

• This position requires the ability to obtain and maintain a favorable Public Trust clearance in support of a federal government contract.

Nice to Have Skills and Experience:

• PMP, Certified Scrum Master, or equivalent Agile certification.

• Familiarity with the federal regulatory process.
