About the role:
Our federal client runs a set of governmentwide information systems that agencies across government use to manage, review, and track mission-critical submissions, along with a public-facing site that gives the public a window into that work. The client is now replacing these legacy systems with a consolidated modern platform, released in phases while the current systems stay available around the clock.
The Change Enablement Specialist gets agency users, administrators, and oversight offices ready for every release and does the hands-on work to get them there. You will write the change and communication plans and the release messages, build and deliver the training for each new capability, produce the guides people rely on, and track whether users are adopting the new platform. You will work across the operations and modernization teams and support the Training Delivery Lead on training for the current systems. The work is governmentwide in reach, on a multi-year modernization where change readiness is a contract deliverable.
This is a full-time position contingent on contract award by our client, with a defined performance period of up to 3 years. Location:
This role can work remotely from anywhere in the USA. You must be legally authorized to work in the US. Bixal does not provide visa sponsorship.
Compensation:
The salary range for this role is $100,000 – $110,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
Responsibilities:
Develop and maintain the modernization Organizational Change Management Plan and communication plan, identifying alpha, beta, and general availability users, customers, and stakeholders, and describing how each will be informed, heard, and prepared for change.
Lead training for each modernization release: assess training needs, design release-based sessions, demos, and job aids, and facilitate virtual training for alpha, beta, and general availability users before and after go-live.
Assess change impacts and stakeholder readiness for each release, including the transition and decommissioning impacts as legacy system functions are reduced or retired.
Write and coordinate release communications for current systems and the new platform, including banner notifications, email messages, and help desk scripts that announce new features and point users to training and guides.
Align communications with agile release cadences so messages land on time and in step with deployment and cutover activities.
Bring change readiness criteria to each production readiness review and follow through with users after release.
Collect user feedback across release stages, track adoption, and report readiness and adoption measures to the Government.
Define training needs in each Release and Transition Plan and partner with the Training Delivery Lead to sequence training and communications so modernization never reduces support for current users.
Produce user and administrator guides, SOPs, and training content that support releases and Government and contractor knowledge transfer.
Ensure every communication and document you own is written in plain language and conforms to Section 508.
Support the Training Delivery Lead on training for the current systems, including co-facilitating sessions and user workshops and covering peaks in demand.
Other relevant duties as assigned and qualified/trained to perform
Qualifications:
Bachelor's degree.
5+ years of hands-on experience delivering change management and communications for technology rollouts, preferably for federal IT systems.
3+ years of experience designing and facilitating training for adult learners, including virtual instructor-led training on software systems.
Demonstrated experience assessing change impacts, stakeholder readiness, and user adoption.
Experience writing and editing change communications and user documentation in plain language.
Working knowledge of Section 508 and producing accessible documents and communications.
Experience coordinating change and communications work with agile or iterative software release cycles.
This position requires the ability to obtain and maintain a favorable Public Trust clearance in support of a federal government contract.
Nice to Have Skills and Experience:
Prosci Certified Change Practitioner or CCMP certification.
Experience supporting cross-agency or governmentwide programs.
