About the role:
Bixal is seeking a Full Stack Engineer to build and maintain applications on a federal platform that supports governmentwide regulatory planning and review. Federal agencies, oversight offices, and the public rely on these systems, which must stay available 24/7/365 while a modern replacement is built alongside them.
You will deliver fixes, patches, and enhancements to the existing Java, Spring, and Oracle applications, resolve escalated support issues, and keep production stable and secure. You will also help build new features, integrations, and automated tests for the replacement platform on modern cloud and container foundations. Priorities shift as the work evolves, so we're looking for a versatile engineer who is comfortable moving between a mature codebase and a new one.
You will work in an agile team alongside engineers, designers, a security lead, and help desk staff, and you will see the direct impact of your work on the people who use these systems every day.
This is a full-time position on an awarded contract with a 12-month base period and two 12-month option periods. This role offers you a unique opportunity to make a meaningful impact on a project that aligns with Bixal’s mission of delivering innovative, human-centered solutions. While the role has a fixed duration, we are committed to transparency and collaboration, keeping you informed about contract updates and new opportunities. At Bixal, we support your professional journey, ensuring your experience reflects our inclusive, purpose-driven culture and prepares you for future success.
Location
This role can work remotely from anywhere in the USA. You must be legally authorized to work in the US. Bixal does not provide visa sponsorship.
Compensation:
The salary range for this role is $120,000 – $140,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
Responsibilities:
Design, build, and maintain features, services, and APIs across Java and Spring applications backed by Oracle, as well as modern cloud- and container-based applications.
Deliver defect fixes, patches, and enhancements, working in Red Hat Enterprise Linux and Tomcat environments.
Resolve help desk escalations, reproducing issues, identifying root causes, and communicating fixes clearly.
Apply security updates and remediate vulnerabilities within contractual timelines in partnership with the security lead.
Validate system functionality after code, infrastructure, and client-managed environment changes.
Contribute to integrations with related federal systems and to data migration and cutover activities.
Build accessible, user-friendly interfaces that meet Section 508 and WCAG 2.1 AA requirements.
Write automated unit, integration, and regression tests that support at least 90% code coverage.
Keep code free of linting, accessibility, and medium or high security findings before each release.
Deploy changes through automated CI/CD pipelines and support rollback when needed.
Build and maintain reports using JasperReports or Crystal Reports, and support ad hoc data requests.
Keep inline documentation, dependencies, and technical notes current.
Participate in agile ceremonies, including sprint planning, estimation, reviews, and retrospectives.
Cross-train across systems so the team can shift capacity as priorities change.
Participate in code reviews, giving and receiving constructive feedback.
Other relevant duties as assigned and qualified/trained to perform.
Qualifications:
Bachelor's degree in Computer Science, Software Engineering, or a related field.
At least 5 years of professional full stack software development experience.
Hands-on experience building and maintaining production applications with Java and the Spring Framework.
Experience with relational databases (Oracle preferred), including writing and optimizing SQL.
Experience working in Linux server environments (Red Hat Enterprise Linux preferred).
Experience with front-end development using HTML, CSS, and JavaScript.
Experience writing automated tests and working with CI/CD pipelines (such as Jenkins or GitHub Actions) and Git-based version control.
Experience supporting live production systems, including troubleshooting and resolving user-reported issues.
Experience working in Agile/Scrum teams.
Clear written and verbal communication skills, with the ability to explain technical issues to teammates and non-technical stakeholders.
This position requires the ability to obtain and maintain a favorable Public Trust determination in support of a federal government contract.
Nice to Have Skills and Experience:
Experience delivering software for federal government clients.
Experience with Docker, Kubernetes, or a major cloud platform (such as AWS or cloud.gov).
Experience with Apache Tomcat administration and application server tuning.
Experience with JasperReports, Crystal Reports, or similar reporting tools.
