About the role:
Bixal is seeking a Product Manager to support a high-impact digital initiative focused on improving the Veteran Transition Experience. This role will help ensure that transitioning service members (TSMs) and recently separated Veterans (RSVs) have seamless access to cross-agency benefits and services that support their successful reintegration into civilian life. You’ll work at the intersection of user needs, government collaboration, and digital delivery—partnering across federal agencies to create a more intuitive, supportive experience for Veterans and their families.
This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. This role offers you a unique opportunity to make a meaningful impact on a project that aligns with Bixal’s mission of delivering innovative, human-centered solutions. Compensation:
The salary range for this role is $105,000-115,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
Responsibilities:
Product Strategy & Execution
- Support the full product lifecycle, from discovery to delivery.
- Contribute to a data-informed product roadmap focused on the Veteran transition experience.
- Define and track product success metrics in partnership with internal and external teams.
Stakeholder & Cross-Agency Collaboration
- Collaborate with teams such as Veteran Experience Services (VES), Product Delivery Service (PDS), and Office of Information & Technology (OIT).
- Coordinate with federal agency partners (e.g., DoD, DoL, SBA, OPM) to integrate Veteran-facing benefits and services.
- Align efforts with stakeholders across VHA and VBA.
Agile Product Development
- Work closely with cross-functional Agile teams in two-week sprints.
- Partner with UX designers, engineers, and analysts to deliver accessible, high-impact features.
- Apply iterative design, user research, and feedback loops to continuously improve the user experience.
Technical & Data Integration
- Support integration with authoritative data sources, including the Master Person Index (MPI).
- Assist with API integrations across internal and external systems, with attention to security, privacy, and interoperability.
- Embrace cloud-based and open-source technologies aligned with federal IT guidance.
Compliance & Quality Assurance
- Ensure products align with Section 508 accessibility, the U.S. Web Design System, and other relevant digital standards.
- Support implementation of analytics and reporting tools to monitor performance and user impact.
- Contribute to compliance efforts related to security, data governance, and federal IT requirements.
- Other duties as qualified and trained to assume responsibility
Qualifications:
- Bachelor’s degree in a relevant field, plus at least five (5) years of relevant experience, or an equivalent combination of education and/or experience.
- Experience/expertise with continuous discovery and delivery required.
- Experience in product management, leading digital products in a government, healthcare, or highly regulated environment.
- Strong expertise in Agile methodologies, product roadmaps, and stakeholder management.
- Experience in user research, service design, and data-driven decision-making.
- Proven ability to navigate complex technical landscapes, including APIs, cloud services, and data interoperability.
- Ability to manage relationships across multiple agencies and balance competing priorities.
- Strategic Thinking: Ability to anticipate challenges, identify opportunities, and drive innovative solutions.
- Leadership & Influence: Strong ability to lead teams without direct authority, aligning diverse stakeholders toward a common goal.
- Collaboration & Relationship Management: Exceptional skills in building trust, negotiating priorities, and fostering partnerships across multiple teams and agencies.
- Communication & Storytelling: Ability to translate complex technical concepts into clear, compelling narratives for both technical and non-technical audiences.
- Empathy & User Advocacy: Deep commitment to human-centered design and ensuring solutions meet the real-world needs of Veterans.
- Problem-Solving & Adaptability: Comfortable navigating ambiguity, rapidly changing environments, and government bureaucracy.
- Must be able to obtain and maintain a Public Trust clearance.
Nice to Have Skills and Experience
- Experience with VA, federal health systems, or government digital transformation.
- Knowledge of veteran benefits, transition processes, or public service technology.
- Familiarity with FAR, FISMA, TIC 3.0, and federal cybersecurity policies
