About the role:
We are seeking a Technical Lead to drive the design and implementation of secure, scalable, and user-centered software solutions for a federal project. This role involves hands-on technical leadership, guiding architecture and coding standards, ensuring compliance with federal requirements, and collaborating with cross-functional teams to deliver high-quality, API-driven features. The ideal candidate will bring expertise in DevSecOps, cloud infrastructure, and CI/CD practices to maintain system reliability, code quality, and continuous improvement.
This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. This role offers you a unique opportunity to make a meaningful impact on a project that aligns with Bixal’s mission of delivering innovative, human-centered solutions. Compensation:
The salary range for this role is $120,000 – $130,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
Responsibilities:
- Lead the design and execution of the technical approach used by the development team, ensuring alignment with modern best practices and federal requirements.
- Provide hands-on technical leadership to developers, guiding architecture decisions and enforcing coding standards.
- Ensure secure, scalable, API-centric architecture, with well-documented, maintainable code deployed via CI/CD pipelines.
- Lead efforts to integrate security, privacy, and compliance (e.g., Section 508, ATO requirements) into the software development lifecycle.
- Maintain responsibility for source code quality, unit and integration testing, automated deployment, and continuous monitoring.
- Collaborate closely with designers, researchers, and product owners to deliver iterative features that meet real user needs.
- Ensure all development work is aligned with Infrastructure-as-Code and DevSecOps principles.
- Oversee cloud infrastructure maintenance and ensure system reliability and security for 24x7 operations.
- Provide technical guidance during onboarding and offboarding/transition phases, including documentation and knowledge transfer.
- Other relevant duties as assigned, trained, and qualified to assume.
Qualifications:
- Bachelor’s degree plus at least five (5) years of relevant experience
- Demonstrated experience in software development, cloud infrastructure, or related fields.
- Proven success in a technical leadership role, managing cross-functional teams.
- Experience designing and managing cloud-based applications, particularly with AWS (EC2, S3, RDS, Lambda, CloudWatch, etc.).
- Strong background in Agile methodologies, DevSecOps practices, and CI/CD pipelines using tools like GitLab CI/CD, Jenkins, Docker, Kubernetes, and Terraform.
- Proficiency in Python and JavaScript (Node.js/React), Java, with knowledge of secure coding standards, vulnerability management, and compliance frameworks. Strong understanding of relational (PostgreSQL, MySQL) and NoSQL databases.
- Demonstrated experience in technical leadership, decision-making, and team management, with a focus on scalability, security, and performance.
- Excellent critical-thinking and problem-solving skills, with the ability to translate complex technical concepts into clear, actionable insights for both technical and non-technical stakeholders.
- Experience working in federal environments or regulated industries with strict security and compliance requirements
- Proven ability to deliver technical milestones on time and within scope, ensuring alignment with project goals and business objectives.
- Experience maintaining high system uptime, scalability, and performance metrics for deployed applications.
- Strong understanding of security best practices, with a track record of ensuring compliance and successfully passing security audits and reviews.
- Demonstrated ability to mentor and develop technical teams, fostering skill growth, collaboration, and continuous improvement.
- Ability to build and maintain positive relationships with internal and external stakeholders, providing effective technical leadership and support.
- Must be able to obtain and maintain a Public Trust clearance.
