Bixal seeks a Product Manager to oversee a global digital appointment scheduling platform, replacing outdated systems with a unified, secure, and accessible solution for government services like document processing and emergency scheduling. The Product Manager will lead a cross-functional Agile team to deliver impactful features, simplify workflows, and enhance user experience, collaborating with stakeholders across international offices and ensuring scalability for future needs.
This is a full-time position contingent on contract award, with a performance period of one year and two one-year option periods. While the role is project-specific, Bixal is committed to your long-term success and offers a supportive, inclusive culture that values growth, innovation, and purpose-driven work.
Compensation:
The salary range for this role is $105,000–$124,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
What You’ll Do
Product Strategy & Delivery
- Drive the product lifecycle from discovery through deployment.
- Shape and execute a roadmap aligned with evolving global user needs and program priorities.
- Define and monitor success metrics that reflect business outcomes and user satisfaction.
- Translate complex policy and operational requirements into actionable product features.
Stakeholder Engagement
- Partner with policy, service delivery, and field operations stakeholders across numerous geographic locations.
- Facilitate feedback loops between end users, operations staff, and engineering teams.
- Ensure alignment between user research, technical constraints, and strategic goals.
Agile Team Collaboration
- Lead an Agile team of designers, engineers, and analysts working in two-week sprints.
- Promote a culture of iterative delivery, accessibility, and continuous improvement.
- Champion human-centered design and data-informed decision making throughout the product development cycle.
Technical Integration
- Collaborate on integration with identity verification, scheduling logic, and fraud-prevention systems.
- Support implementation of APIs and infrastructure that meet federal security and privacy standards.
- Work alongside DevOps and security teams to ensure compliance, uptime, and operational readiness.
Accessibility & Quality Assurance
- Ensure compliance with Section 508, plain language, and inclusive design principles.
- Contribute to the development and validation of testing protocols and reporting dashboards.
- Maintain a relentless focus on performance, usability, and global scalability.
- Other relevant duties as assigned, trained and qualified to assume.
Qualifications:
- Bachelor’s degree in a related field and at least five (5) years of relevant experience, or an equivalent combination of education and/or experience.
- Experience managing digital products in government, civic tech, international services, or regulated environments.
- Strong knowledge of Agile methodologies and experience leading cross-functional teams.
- Familiarity with appointment or scheduling systems, especially those serving high-volume or distributed populations.
- Excellent communication skills and the ability to translate technical details for non-technical stakeholders.
- Deep commitment to accessibility, user advocacy, and digital equity.
- Ability to obtain and maintain a Public Trust clearance.
Nice to Have Skills and Experience:
- Experience working with international or field-based service delivery teams.
- Familiarity with federal digital service standards, open-source platforms, and cloud-native architectures.
- Understanding of compliance frameworks such as ATO, FISMA, TIC 3.0, and FedRAMP.
- Experience supporting digital products used by multilingual or global audiences.
