About the role:
Bixal is seeking a Senior Content Strategist to support a major federal digital modernization effort. This high-visibility, public-facing digital initiative spans multiple agency websites and is focused on improving user experience, increasing accessibility, and delivering trusted, easy-to-find content that supports mission-critical services.
You will serve as a key member of a multidisciplinary Agile team working to implement a unified content strategy and governance framework across a large-scale Drupal 10 web ecosystem. Your work will help streamline communications, reduce redundancy, and make important digital services more effective and equitable.
This is a full-time position contingent on contract award by our client, with a defined performance period of one year with two one-year option periods. This role offers you a unique opportunity to make a meaningful impact on a project that aligns with Bixal’s mission of delivering innovative, human-centered solutions. Compensation:
The salary range for this role is $98,000 – $110,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. We make compensation decisions thoughtfully, considering your experience, the skills you bring, and our commitment to internal equity. Fairness and transparency are core to how we operate.
Responsibilities:
- Lead content strategy across several interconnected public websites—clarifying each site's audience, purpose, and content scope.
- Develop and maintain a content governance plan, establishing roles, workflows, ownership, and editorial review processes.
- Collaborate closely with UX, design, product, and development teams to integrate content strategy into every phase of the product lifecycle.
- Audit, analyze, and optimize existing content for plain language, accessibility (Section 508), SEO, and overall clarity and usefulness.
- Champion structured content practices and improve content findability across a complex, multi-stakeholder environment.
- Translate complex policy, program, or technical topics into clear, actionable content aligned with audience needs.
- Apply best practices and comply with federal digital standards (e.g., USWDS, 21st Century IDEA, Executive Order 14058).
- Contribute to content-related analytics and reporting to inform priorities and demonstrate impact.
- Other related duties as assigned, trained, and qualified to assume.
Qualifications:
- Bachelor’s Degree, plus at least four (4) years of relevant experience, or an equivalent combination of education and experience.
- Demonstrated success in creating and managing content governance structures.
- Strong writing and editing skills, with expertise in plain language and inclusive, accessible communication.
- Familiarity with Agile, Scrum, or SAFe frameworks, and tools like Jira, Confluence, and Drupal CMS.
- Working knowledge of Section 508 compliance, content performance analytics, and user-centered content design.
- Ability to navigate complex stakeholder environments and drive consensus around content priorities.
- Ability to obtain and maintain a Public Trust clearance.
Nice to Have Skills and Experience:
- Experience working with public sector or mission-driven digital platforms.
- Knowledge of rural, agricultural, or conservation-focused user bases.
- Experience supporting high-impact public services or federally designated High Impact Service Provider (HISP) programs.
- Comfort interpreting and applying federal mandates around digital experience and accessibility.
